We offer a range of services including; rental assistance, residential and rental rehabilitation, home ownership assistance, capital improvements and community housing and economic development.

Housing Rights Center

The Housing Rights Center (HRC) supports and promotes fair housing and freedom of residence for everyone in the City, regardless of race, religion, national origin, disability, or other protected characteristics.

If you have questions about a landlord-tenant issue or housing discrimination, call HRC’s Housing Rights Hotline: 1-800-477-5977 (TTY: 1-213-201-0867) to speak with a trained Housing Counselor, or make an appointment at This email address is being protected from spambots. You need JavaScript enabled to view it.. HRC also hosts free workshops on fair housing, landlord-tenant laws, and new COVID-19-related tenant protections. Visit www.housingrightscenter.org to register for events and stay updated.

Note: HRC has locations in central Los Angeles, Pasadena, and Van Nuys. However, to protect public health and comply with government directives during the COVID-19 pandemic, HRC is currently providing all services online and over the phone while its physical offices are closed.


Tenant & Landlord Rights

The "California Tenants" booklet is a practical resource for both tenants and landlords. It provides information about rental applications, unlawful discrimination, security deposits, repair responsibilities, rent increases, termination of leases, eviction notices, and includes inventory checklist for use before moving in, and again when moving out. APS Home Safe Program
The Home Safe Program's purpose is to support the safety and housing stability of individuals involved in Adult Protective Services (APS) by providing housing-related assistance using evidence-based practices for homeless assistance and prevention.
